Public procurement
What is the DGMP in Mali?
The DGMP-DSP (Direction générale des marchés publics et des délégations de service public) carries out prior control: it reviews the tender documents before publication, gives its opinions, authorises exceptional award methods in advance and numbers the approved contract. It is not the regulator (that is the ARMDS). The national marchespublics.ml portal, run under it, publishes tender notices; they are also found with each buyer, in the public procurement journal and in the national press. SangoBids aggregates those online publications and enriches them with automated analysis.
What is the ARMDS in Mali?
The ARMDS (Autorité de régulation des marchés publics et des délégations de service public) is the public procurement regulator in Mali. It publishes the standard tender documents, keeps the list of excluded companies and hosts the Dispute Settlement Committee, which hears bidders' appeals after the mandatory appeal to the buyer.
Which documents do I need to bid in Mali?
For works, the minimum eliminatory documents are: the bid bond, the approval or professional card, the certificate of non-bankruptcy, the tax clearance (quitus fiscal), certified similar experience, staff and equipment, and financial evidence. For supplies and ordinary services, the documents are the same, with trade register registration in place of the approval. The selected bidder provides its articles of association, tax identification card and INPS and OMH certificates within 2 working days. The tender documents state the documents required.
What are the public procurement thresholds in Mali?
The Code applies from 100 million F CFA for works, 80 million for supplies and ordinary services and 70 million for intellectual services, and from 150 million for State companies. Below that, the State uses a request for quotation (under 5 million), then requests for information and prices.
